| The Kaohsiung Water Waste Committee was established dealing with the transportation, distribution, bio-chemical process of the water waste; in the meanwhile, the Kaohsiung City Police Department set up the Sanitary Team to handle the garbage cleaning and transportation, road clearing, and gutter and drain cleanning. Later the Sanitary Team was changed into the Cleaning Team affiliated to the Kaohsiung City Health Department. |

| The Cleaning Team of the Kaohsiung City Health Department and the Kaohsiung Water Waste Committee were emerged into the Kaohsiung City Sanitation Administration handling garbage transportation, road cleaning, gutter and drain cleaning, and the transportation, distribution of the water waste, and the management of disinfecting pool. |

| The Kaohsiung City Sanitation Administration was upgraded to the Environment Administration of the Kaohsiung City Government where the organization was enlarged and was promoted as a second grade institution affiliated to the Kaohsiung City Government. Its administration was expanded to air pollution prevention, water pollution prevention, noise control, environmental sterilization, pest control and garbage process. |

| The Administration was changed into the Environmental Protection Bureau of the Kaohsiung City Government subject to the Environmental Protection Program in Taiwan Area, which was in charge of, besides the aforementioned business, vibration control, environmental pest management, control of toxic chemicals, industrial waste control, environmental investigation, monitoring and inspection. |

| Kaohsiung City and Kaohsiung County had been merged into the new direct-controlled municipality "Kaohsiung City" under the approved instruction given by Executive Yuan. The quota of cleaning team members in previous environmental protection bureaus of Kaohsiung County and other township (town, city) governments was integrated into a new administration with the full title of "Bureau of Environmental Protection, Kaohsiung City Government". |
