Environmental Protection Bureau Kaohsiung City Government

In accordance with the Kaohsiung City Government's FY2023 Policy Agenda, the Bureau has formulated the FY2023 Policy Plan in conjunction with the approved budget and taking into consideration the actual needs for the implementation of environmental protection in the city. Our focus and main goals are to:

1. Implement the Net Zero Greenhouse Gas (GHG) Strategy with various departments, promote the City's Net Zero City Self-Governance Ordinances, establish the Industrial Net Zero Coalition and the Greenhouse Gas Inventory Advisory Group, and work toward the goals of 30% carbon reduction by 2030 and net zero emissions by 2050. Establish an annual agenda for the City's Voluntary Local Review (VLR) to achieve sustainable development for the City.
2. Continually demand that the Hsinta Power Plant accelerate the retirement of its existing coal-fired units and negotiate with cogeneration operators under our jurisdiction to switch to cleaner energy or derivative fuels in order to accelerate the energy transition and help reduce the carbon emission factor of power generation, with the goal of reducing 3.4 million tons of coal by 2025 ahead of schedule.
3. Subsidize the phase-out of highly polluting gas-powered motorcycles and buses, impose gradual controls on diesel vehicles in the logistics and transportation industry, and designate air quality maintenance zones to improve air quality and protect public health.
4. Continually promote garbage removal in the upper reaches of Fong Shan River, plan to set up water environment interpretation boards in five places, including Fong Shan Canal, Boai Bridge, Dadong Park, Fongsi Elementary School, and Zhaonan Bridge, and organize environmental education, eco-walking, and reading activities, so as to instill environmental awareness among the youth and further improve the quality of the environment.
5. Establish an audit program based on regional pollution characteristics, accurately track down illegal operators discharging wastewater through bypasses, use technological equipment to collect evidence and samples, and increase the number of monitoring stations in industrial areas for immediate monitoring of major suspected pollution sources.
6. Announce stricter ammonia nitrogen standards, strengthen the control of pollution sources in the watershed, and proactively improve the pollution situation to cope with the pollution of the Agongdian River and achieve the goal of water environment management.
7. Promote the food waste co-fermentation energy program by using the digestion tanks of public sewerage and sewage treatment plants to comply with the national food waste disposal policy. Increase the rate of livestock wastewater reuse and resource recovery, reduce the discharge of livestock wastewater, and accelerate the effectiveness of river pollution remediation by integrating the recycling economy.
8. Organize incinerator bottom ash sorting and reuse treatment plans for recycling plants, and promote the use of incinerating recycled aggregate in public works to achieve the national recycling goal of "recovery first, with final disposal as a complementary measure".
9. Advocate for beverage stores, convenience store chains, fast food chains, supermarket chains, or other required businesses to limit the provision of disposable beverage cups; encourage businesses to offer discounts to consumers for using environmentally friendly cups and to charge those who do not have their own cups for the cost of providing disposable beverage cups.
10. Strengthen the implementation of resource recovery, effectively promote the policy of waste reduction, continually maintain the cleanliness of streets and gutters, and provide high-quality public toilets and convenient transportation services to create a high-quality urban environment.
11. Follow the city government's strategy of "mosquito breeding area control complemented with environmental disinfection" to prevent dengue fever, and organize mobilization drills from time to time to prevent dengue fever epidemics.
12. Publicize review information and conduct public participation procedures, improve the efficiency of environmental impact assessment case review, and integrate professional competence to improve environmental impact assessment supervision and audit.
13. Encourage government agencies, schools, civic groups, and enterprises to work together to promote environmental education with the goal of "Blue Sea and Clear Skies, Friendly Environment, Co-Prosperity for Enterprises, and Sustainable City", to realize a society where economic development coexists with ecological environment and to achieve the vision of Kaohsiung as a sustainable city.
14. Continually improve environmental testing and monitoring capabilities for air quality, environmental water, drinking water, etc., and maintain ISO/IEC 17025 certification to ensure data quality and credibility of testing.
15. Continually improve the incineration efficiency and air pollutant emission reduction of the Central and South District Resource Recovery Plants and the Renwu and Gangshan Waste Incineration Plants, so as to maintain stable waste management in the city.
