Based on the 2022 Policy Framework of Kaohsiung City Government, being line with the approved budget, and considering the actual needs of the City in implementing environmental protection, the Bureau formulated the 2022 Policy Plan. The key points and main objectives are as follows:
- Prohibit the establishment of new coal-fired units in the future and speed up the decommissioning of existing coal-fired units by means of requiring Hsinta Power Plant to extend coal reduction time and decommission coal-fired units ahead of schedule, and negotiate with the cogeneration plants in the jurisdiction to reduce load and coal so as to accelerate the coal reduction in Kaohsiung City.
- Continue to tighten the Kaohsiung City Air Pollutant Emission Standards for Power Facilities and Kaohsiung City Air Pollutant Emission Standards for Iron and Steel Industry, and strive to improve Kaohsiung City’s air quality.
- Weed out the highly polluting fuel motorcycles and buses by subsidizing and designate air quality maintenance areas to improve air quality and protect citizens’ health.
- Conduct the follow-up planning of the City’s 4 new waste incineration treatment plants policy and promotion plan for upgrading high-efficiency waste treatment facilities in the southern plant, so as to properly treat the City’s waste.
- Strengthen the mitigation and adaptation action in response to climate change, check sustainable development goals (SDGs), and write voluntary local review (VLR) to ensure the City’s sustainable development.
- Continuously monitor terrestrial water quality and watershed management, strengthen wastewater discharge checks of listed businesses, and implement the normal operation of prevention and control facilities in order to improve the water quality of the eight watersheds.
- Improve the reuse of resources of animal husbandry wastewater treatment, reduce the discharge of animal husbandry wastewater, and accelerate the effectiveness of river pollution rectification.
- Enhance the management of toxic, concerned chemical substances, and environmental medication; strengthen the poisonous chemical disaster prevention and rescue system; supervise the safe operation of toxic chemicals in factories (fields) within the jurisdiction, and carry out poison disaster evacuation planning and drills, and strengthen disaster prevention and preparedness.
- Expand the investigation and rectification of polluted sites, and accelerate the review of rectification (control) plans of polluted sites through steering group of soil and groundwater contaminated site improvement to ensure the sustainable use of soil and groundwater resources.
- Conduct the entrustment of incinerator bottom ash of the City’s recycling plants and carry out the screening and recycling treatment plan, and promote incinerated recycled aggregates for public projects, so as to achieve the national zero waste goal of “leading in recycling, supplemented by final disposal”.
- Handle the licensing management of public/private institutions regarding waste removal and disposal, improve the service quality of the licensing application review process, effectively supervise the proper entrustment of industrial waste by business institutions, and use technology to enforce the law to reduce illegal disposal cases.
- Elaborate solutions to the City’s waste disposal dilemma, increase the safe capacity of public sanitary landfills in the City, evaluate the activation of old landfills and the feasibility of new landfill sites, and handle development plans for new landfills.
- Strengthen the elimination of breeding sources of dengue fever vector mosquito, and cooperate with the national epidemic prevention measures of various types of emerging infectious diseases and the City’s overseas epidemic prevention strategies to prevent the occurrence of epidemics.
- Continue to promote waste reduction and resource recycling, implement road cleaning and maintenance and side ditch dredging, and improve the quality of public restrooms and garbage removal services to maintain a clean and tidy city.
- Improve the efficiency of environmental impact assessment (EIA) review, strengthen information disclosure of public participation, and implement EIA supervision and inspection.
- Match and encourage the City’s communities, enterprises, government agencies, and schools to give priority to use environmental education resources in the field of environmental education certification, and continue to aim at “industrial linkages, diverse learning, and environmental sustainability” to encourage the environmental education mobile experience, and improve the effects of environmental education implementation.
- Set up various inspection projects for major pollution behaviors, use scientific instruments to collect evidence and sampling, and strengthen the investigation of cases of unscrupulous operators who bypass and discharge waste and sewage to pollute the environment and impose heavy penalties.
- Continue to improve the facility capacity of air quality, environmental water body, and drinking water quality inspection and monitoring, and strengthen maintenance and operation to ensure data quality so as to enhance the credibility of testing data.
