The Bureau compiles its 2020 Administration Plan in accordance with the 2020 Administration Outlines of Kaohsiung City Government, along with approved budget and actual needs to implement environmental protection. The key objectives are as follows:
- Promoting the air quality improvement “basket strategy” and strengthening the control of fine particulate matter (PM2.5) and ozone (O3) emissions to improve air quality (AQI < 100), in order to achieve the goal of making Kaohsiung City a Class II Control Region.
- Actively promoting total emission control, making emission standards stricter, and controlling volatile organic compounds (VOCs) and sulfur oxides (SOx); using specialized teams to strictly control coal burning quality and monitor industrial emissions, in order to lower the quantity of air pollutant emissions.
- Continuously monitoring the water quality in land areas and managing watersheds; strengthening the inspection of wastewater discharged by businesses being monitored; maintaining normal operations of prevention and control facilities to improve the water quality of the eight major watersheds.
- Increasing the elimination of breeding grounds for dengue fever mosquitoes and cooperating with Taiwan’s overall disease prevention measures and this City’s external disease prevention strategy to prevent disease from occurring.
- Formulating a plan for outsourcing and insourcing the reuse and treatment of incinerator bottom ash in resource recovery facilities; promoting the use of incinerator recycled granules in public works to achieve the goal of zero waste policy that “focuses on reuse, supplemented by final disposal”.
- Increasing inspection/control rate of motorcycles and large diesel vehicles; encouraging the replacement of high-pollution vehicles or adding prevention equipment to reduce pedestrians’ exposure to air pollution.
- Enhancing the reuse of resources related to livestock wastewater treatment to reduce pollution caused by livestock wastewater being discharged into rivers, as well as to increase remediation effects of river pollution control.
- Reinforcing the disaster prevention system concerning toxic chemicals, counseling the safe transportation of toxic chemicals in factories (premises) under the jurisdiction of Kaohsiung City Government and conducting toxic chemical disaster evacuation and response drills to improve overall disaster prevention preparedness and response.
- Expanding investigation into, and remediation of, contaminated sites; expediting the review of remediation plans for contaminated sites with the task force for improving soil and groundwater contaminated sites to ensure the sustainable exploitation of soil and groundwater resources.
- Continuing to promote trash reduction, resource recycling, road cleaning and maintenance, clearing gutters, and improving the service quality of public toilets and trash pickup to maintain the appearance of the City.
- Implementing permit management of public or private waste clearance and disposal organizations to improve the service quality of permit application and review procedures, in order to effectively monitor business waste commissioned by business organizations.
- Discussing solutions for this City’s waste disposal; ensuring sufficient landfill space for public and sanitary landfills in Kaohsiung City by evaluating the feasibility of developing new landfill sites.
- Conducting an assessment on the feasibility of establishing kitchen waste-based biomass power plants and developing a preliminary plan to realize the circular economy concept.
- Undertaking the extension of services and upgrading for this City’s resource recycling plants to continue adequate handling of this City’s waste materials.
- Promoting the implementation of greenhouse gas emission control plans in accordance with the Greenhouse Gas Reduction and Management Act, performing greenhouse gas emission inspections and implementing carbon disclosure projects.
- Continuously paying attention to international policies related to climate change and participating in the international conferences and promoting international exchanges to turn Kaohsiung City into a sustainable green city.
- Strengthening the supervision of environmental impact assessment, implementing an environmental impact assessment and review mechanism, making information available to the public, and engaging the public.
- Integrating environmental education resources of Kaohsiung City Government departments and certified environmental education facilities; continuously using “industrial linkage, diverse learning, and environmental sustainability” as the goals to encourage hands-on environmental education experience, in order to improve the effectiveness of environmental education.
- Improving the time efficiency of audits and strengthening the investigation of businesses that illegally discharge wastewater and create environmental pollution, imposing heavy punishment on these businesses to prevent the occurrence of environmental pollution due to illegal behavior.
- Implementing quality assurance to provide accurate and precise test and monitoring data, improving mobile air quality monitoring and monitoring website and the Air Quality Push App to make it convenient for the public to make inquiries.
