Administration Plan

    This Bureau has formulated the 2021 policy plan according to the Kaohsiung City Government’s 2021 policy outline and approved budget quota as well as the actual environmental protection implementation needs. The focus and primary objectives are as follows:

    1. Mitigate air pollution in 3 major aspects: Improve air quality, protect citizens' health, and reduce odors in the residential environment. The goal is to reduce the number of Air Quality Index (AQI) PM2.5 orange warning reminder days by half within 2 years.
    2. Accelerate obsolete machinery renewals and upgrades for state-owned enterprises, decommission Hsinta Power Plant’s coal-fired units ahead of schedule, promote air pollutant emission standards for power facilities, develop emission standards for the iron and steel industry, and designate air quality maintenance zones to improve the city’s air quality.
    3. Reduce pollutants with carcinogenic risk exceeding 1 in 10,000 (benzene; 1,3-butadiene; 1,2-dichloroethane) from Linhai Industrial Park and Linyuan Industrial Park to protect the health of citizens. Promote catering-oil and fume prevention equipment purchase and lease subsidies to reduce odors in the residential environment.
    4. Implement the city's resource recovery (incineration) plant service-life extension and upgrade plan to continue dispose of the city's waste properly.
    5. Continue to monitor terrestrial surface water quality and watershed management, strengthen the inspection and verification of water pollution management institutions, and implement normal prevention and control facility operations to improve the water quality for 8 major river basins.
    6. Strengthen the efforts to eliminate dengue fever vector mosquito breeding sources, and cooperate with the overall epidemic prevention measures as well as the city’s overseas epidemic prevention strategies to prevent epidemic outbreaks.
    7. Increase the scooters and large diesel vehicle inspection and acceptance rates, and encourage the replacement of high-polluting vehicles or require them to install control equipment to reduce air pollution exposure for pedestrians.
    8. Improve the resource reuse for livestock manure and urine wastewater treatment, reduce livestock wastewater discharge, and strengthen the river pollution remediation performances.
    9. Strengthen the management of toxicity, concerning chemical substances, and environmental drugs. Enhance toxic chemical disaster prevention and rescue system. Supervise the safe operation of toxic chemicals in factories (plants) under the city's jurisdiction. Execute toxic-leak disaster refuge and evacuation plans and drills to strengthen disaster prevention, preparation, and response.
    10. Expand investigation and remediation for contaminated sites, and deploy soil and groundwater pollution site improvement promotion teams to accelerate pollution site remediation (control) plan reviews as well as ensure soil and groundwater resource sustainability.
    11. Continue to promote waste reduction and resource recovery, implement road cleaning and maintenance as well as roadside drainage ditch dredging, and improve the quality of public toilets and garbage removal services to maintain the city's cleanliness.
    12. Implement bottom ash resource recovery plant commissions as well as self-screening and reuse treatment plan for the city, and promote the use of recycled incineration pellets in public works to meet the nation’s “Reuse Supplemented by Final Disposal” zero-waste objective.
    13. Implement permit management for public or private waste clearance and disposal organizations to improve the permit application review process quality and effectively supervise the industrial/commercial waste disposals commissioned by business organizations.
    14. Brainstorm solutions to the city’s waste disposal dilemma, increase the safe inventory of public sanitary landfills for the city, and evaluate the feasibility of newly developed landfill sites.
    15. Conduct the food waste bio-energy plant construction feasibility assessment and preliminary planning operations to practice the circular economy concept.
    16. Actively promote the city's carbon reduction plan, establish the carbon reduction targets, set the sustainable development goals (SDGs) based on the city’s local conditions, implement the carbon reduction policies for various departments, and transform Kaohsiung into a sustainable green city.
    17. Strengthen the environmental impact assessment and supervision implementation operations, assist the government to accelerate the major environmental impact assessment review cases, implement the environmental impact assessment review mechanisms, and ensure information disclosure and public participation.
    18. Integrate the environmental education resources of various units and the city's environmental education certification facilities, continue to reach for the "industrial chain, diversified learning, and environmental sustainability” targets, and encourage the environmental education walking experience in order to improve the environmental education implementation performances.
    19. Use scientific equipment to collect evidence and samples, strengthen investigations against businesses that practice surreptitious and illicit wastewater discharging to pollute the environment, and issue severe penalties to curb illegal environmental pollution.
    20. Improve the air quality, environmental water body, and drinking water quality inspection and monitoring facilities’ capacities by providing proper maintenance to ensure data quality. Strengthen the management of air quality monitoring webpages and air quality instant messaging applications (mobile APP), and disclose instant monitoring information.
